You should call CIC or email them to find out. I wouldn't mail them anything without specific instructions from them with a specific address. You risk having your receipt go missing. Actually when you pay the RPRF you can email the receipt to CIC in Mississauga. The address is on the website. If you have the receipt of payment you can email it to Mississauga and they will add to your file if it isn't there.
