Re: Has anyone else received an email for "repayment of deportation expenses"?

Hi everyone,
I have to admit: I've been secretly following this forum since I stumbled across it last year when my husband and I sent in our application (in February, 2013) - I never signed up.. Until now. (Sorry I've spent the last year or so creeping on all of you... Maybe I'm selfish to only sign up when I have a question...?) I want to say to everyone who have been approved thus far: CONGRATULATIONS!!!!!!!!
So... I thought my husband and I were coming to the end our process since we were asked to renew the police record and medical in March of this year, but my husband received a phone call as well as an email today regarding the "Repayment of Deportation Expenses." (Quick background: My husband received an Exclusion Order, but was never technically "deported" from Canada) I was wondering if anyone else has received the same request? If so, did you receive an email from kngtnimmigration @ international.gc.ca? (This email doesn't appear anywhere besides on the High Commission's Facebook page, which I find very weird.)
I don't know if I'm just being crazy here, but there's just something not right about this email that we received tonight... (Maybe subconsciously we just don't want to pay? Lol) The email is weird and the request itself seems to be called "Payment of Removal Costs - R243" everywhere online (maybe I've been researching the wrong thing?).
If anyone could help, it'd be greatly appreciated - a big thank you in advance!
R243
35.2. Repayment of removal costs for exclusion orders and the requirement of Authorization to
Return to Canada
Persons who were removed under an exclusion order at the CBSA's expense and are returning
prior to the allowed period of time as prescribed in R225(1) or R225(3) must first obtain an
Authorization to Return to Canada [IMM 1203B] from an officer in accordance with A52(1) (see IR
5 for the applicable cost-recovery fee). Second, they must repay the prescribed costs of their
removal as per R243(a) or R243(b).
35.3. Repayment of removal costs for exclusion orders that no longer require Authorization to
Return to Canada
Persons who were removed under an exclusion order at the CBSA's expense and are returning
to Canada after the expiry of the prescribed period of time under R225(1) or (3) do not require the
Authorization to Return to Canada [IMM 1203B] but must repay the prescribed costs of their
removal pursuant to R243(a) or R243(b).
