Hello everyone
During my stay in Canada I had applied for refugee claim but unfortunately it got rejected because of which I had to leave Canada within 30 days of the time period. The ticket was payed by immigration itself.
The immigration officer told me that you can come back to Canada on permanent bases only plus you have to pay the ticket price to immigration.

What is the process of that some body told me that I need to write application to the immigration to allow me to re-enter Canada (some ARS process) I was wondering if you can help me out with your suggestions what should I do?

You need to apply for an ARC if you want to return.

Thank you !How can I apply for ARC should I give to application to Canada embassy in INDIA (home country). Do I need to pay my ticket price and what is the fee of ARC.
Hooe many percent chances are there that they will allow us to re enter

Follow the instructions in the link provided above. You will have to pay a $400 fee now. IRCC will then tell you how much you have to repay for your flight ticket.

With a failed refugee claim, the chances are low you will be allowed to re-enter on any sort of temporary permit (i.e. visitor visa, work permit, study permit).

Agreed.

Also, per your post, you were told you can only return on a permanent basis? That must mean as part of a permanent resident application. If you are approved for it, then you can return. That is how I understood your story.
 
Ok thank you for your time may you tell me that should I apply for ARC before doing IELTS test or CELPIP? Or first I have to fullfill all the requirements for applying Permanent resident?
 
I think this depends on your ground ls for refugee claim. Did circumstance change ever since you applied for refuge.

  1. If you received a Departure Order and
    • left Canada within the required 30 days and
    • verified your departure with a Canadian immigration officer at the port of exit
    you do not need an ARC. You may return to Canada subject to normal examination at the port of entry.
    Should I write the letter of ARC

You are a faliled refugee claimant and the Canadian government paid for your flight out of Canada - so yes, you absolutely need an ARC to return.
 
I was wondering if you can also tell me that ... If we have studied from Canada and do we need to do WES of those documents also from college or school?
