I received my study guide today (Dec. 24th), so my time line thus far is:

2012-10-25: Application sent to CPC-Sydney
2012-10-29: Application delivered to CPC-Sydney as per FedEx
2012-12-10: Status changed to "Received" in e-cas
2012-12-24: Letter (dated December 5th) and study guide received

I think it speaks volumes about the bureaucracy involved in the application process when you consider that it takes 13 business days to send a letter from Nova Scotia to Toronto.

Not that I'm complaining, so far I've made great time. But I guess it'll be at least another year before the next time I hear something.

Just a minor update: it is not really significant,

Today when I checked my e-case I found that they added another box that says:

Your currenet home address, and then it says my name and home adress and a link to update that address online, if I want to.

The rest is the exactly the same. The "Received" link with the same old info in it.

Another update guys,

My e-case status was updated today to show in process:

It says inside that they received the application on the exact date FedEx confirmed its delivery. Although, the acknowledgment of receipt letter was dated 2 months after the actual date of receipt, the e-case shows the real reciept date.

It says as well that they started the processing on Feb, 5, 2013.

Looks like the applications sent from sep/ct 2012 moving faster to in-process. We need to wait few more months to see if this is an improvement in the process..

Evaluating the proof of language proficiency might take extra time. However, I though my application would be slower since there ought to have been a lot of applications coming in at the end of October to avoid proving said proof of language proficiency.

Odd...

Some people are reporting that their citizenship applications which were recieved by Nova Scotia on Augest, 2012 are already finalized !

I do understand that every case is different. However, when I checked today with the call centre, I found out that my application is still stuck in Nova Scotia since September, 2012. It has not even been transferrd to the local visa office in the GTA area !

That is actually a huge progress gap ! If other applications submitted a month early are already finalized, how come applications submitted the month after, are still untouched yet !

All it says on their system as per the call centre agent is "application is in process at the Sydney office, a decision has not been made yet" and that is it !

I am wondering how come the progress gap is that huge. 8 months for the application at Nova Scotia and it is still there !

Cannot get the point here !

I don't think there is one to get.

As you say, each case in different, and I have a feeling that there are many random factors involved in processing each case. Many of which are probably wholly irrelevant to the actual case.

How about you, have you called them to check whether your file has been sent to the local office, or still in Nova Scotia ?

Sydney, NS holds on files and sends them in batches to local offices when they indicate they can take more for processing.

So, speed of transfer depends on availability and speed of local offices largely. Background checks (FOSS, RCMP, CSIS) that are done in Sydney for the most (but not all) applicants are quick.

Processing in a few offices (Mississauga seems to have examples of this) can happen in less than 12 months for a few straightforward cases, but for the most part it's not happening, and in the most large offices no regular cases are processed in less than 12 months.

So, it's a combination of what your local office is and what's its load, lack of concerns and delays for your case and pure luck.

Of those who applied in 2012 only 2.9% got their citizenship during that year:

I was actually thinking of the same "the tactical pending". Anyway, I will just forget about it completely until they get back to me whenever they decide.
