US mom with US citizenship and permanent residency in Canada has just reunited with adult child that was relinquished at birth and adopted to family in US. Mom was living in the US as a natural born citizen when she gave birth to the child in 1971. The child was relinquished at birth and adopted by family in US. In 1981 mom married Canadian an immigrated to Canada. Attained permanent residency in 1986, has not acquired Canadian citizenship and retains her US citizenship. 2013 she was contacted by the adult adoptee and they reunited and have developed a close and loving relationship. The adoptees adoptive parents are no longer living and there is no extended family structure. We have discussed the possibility of coming to Canada for an extended visit or possibly a permanent move, but I am unable to find any immigration information relating to this situation. Any suggestion would be greatly appreciated.
 
Unfortunately there is no way for the mom to sponsor her child. First off the child was not declared on her own PR application which makes them inadmissible under family class, and second they are well over the age to be classified as a dependent (under age 22).

They could come for a visit to Canada for 6 months as a US citizen and hope to extend visitor status, but in order to stay permanently the son/daughter will need to find a way to immigrate on their own separate from family sponsorship (i.e. through skilled trade or something).

Depending on job of the child, they may or may not qualify for NAFTA work permit or can try to find employment in Canada via the LMO process.
