My family is consisting of 6 members with my 3 sons, 1 daughter, husband and myself.
All of us have had visitors visa since 2014. Recently, my 3rd son's visa was expired and we applied for it again, however the rest of us have our valid visas. But he is rejected. I am in Canada right now with my 2 older sons studying here. We had plans of reuniting in April together during the summer holidays with my younger kids and my husband, therefore we applied for the visa in March which is rejected. Due to this reason now all three of them are held back from coming to Canada. I need help and want to talk to someone to explain my situation. Thank you

Due to the pandemic, it's not a good time to be reunting in April. Wait until end of June to see what happens at that time.

We can wait until June, but he needs a visa even after that to get into the country. Can I request the immigration authority now, based on the rejected application which could be connected with my situation and they understand our situation or do I need to re-apply fresh?

What’s the reason they refused his visa ?
How old is this son ? If you just reapply without addressing the reasons it was refused, it’ll just get refused again

Apply fresh. Assume the child has no financial documents of his own, I suggest apply the visa with him even though your husband's visa has not yet expired.

The issue is likely that you seem to be living in Canada with your two sons although you are only a visitor. There are likely concerns that your other family members may also try to remain in Canada. Are your 2 sons in university or college? How long have you remained in Canada? Have you extended your stay past 6 months?

You need to reapply and submit a new application.

My son is 15 years.

The reasons :

Thank you for your interest in visiting Canada. After careful review of your temporary resident visa application and supporting documentation, I have determined that your application does not meet the requirements of the Immigration and Refugee Protection Act (IRPA) and Immigration and Refugee Protection Regulations (IRPR). I am refusing your application on the following grounds:
• I am not satisfied that you will leave Canada at the end of your stay as a temporary resident, as stipulated in paragraph 179(b) of the IRPR, based on your family ties in Canada and in your country of residence.
• I am not satisfied that you will leave Canada at the end of your stay as a temporary resident, as stipulated in paragraph 179(b) of the IRPR, based on the purpose of your visit.
• I am not satisfied that you will leave Canada at the end of your stay as a temporary resident, as stipulated in paragraph 179(b) of the IRPR, based on your personal assets and financial status.
You are welcome to reapply if you feel that you can respond to these concerns and can demonstrate that your situation meets the requirements. All new applications must be accompanied by a new processing fee.
Sincerely,

Thank you, I take that suggestion. But what if the visas get rejected for both because of my son?

My 2 older sons are international students in Canada and I have been here since the Fall term (September 2020). As I had traveled to the US and returned in January my stay got extended until June. Hence, my family had decided to visit Canada during the holidays and return back in June. Meanwhile my third son's visa got expired in February 2020 and after reapplying it got rejected.

It looks like I was right. The fact that you are essentially living in Canada is likely the issue.

Then change of plans to reunite the family elsewhere!

If I had to change the destination, I would not even take the trouble to check for other possibilities. My kids were looking forward to this long standing trip to Canada as we had made all plans.

You are essentially living in Canada which in not the purpose of a TRV. Your sons may be attending college/university but that does not mean parents can move to Canada and live with them during school. You should expect that a certain point you will be told that you need to return home since you have been in Canada too long.

Your family won’t be able to enter Canada due to covid and is unlikely to qualify for travel in the near future.
