Funny, I had the same problem and I do not see that option either. Is it on PR application, Schedule 1, Schedule 3?

just after preferred language and above Full name, there's a section called - "Visa Office Requested for the process of your application"

You do not see because you are using old forms.. download new forms and you will see this option
