Actually, POF means the unencumbered amount you have (meaning, free from any debt). So technically, you are supposed to show your net balance after deducting all debts. Generally people just provide bank statements from their primary bank with which they don't have a credit card attached. This way they can 'hide' their credit troubles. But, if your credit card is attached to your primary bank account, then there's no way you can avoid this.
For FSW the minimum POF is what you have to prove.
For CEC you ahve to prove any amount you stated you have.
To clarify further, check the older CEC (http://www.canadavisa.com/canada-immigration-discussion-board/canadian-experience-class-b52.0/), FSW (http://www.canadavisa.com/canada-immigration-discussion-board/skilled-worker-professional-immigration-b4.0/) forums. Just because EE is new doesn't mean the immigration officers are any different or CEC and FSW critera have changed. This EE section is helpful till you get your ITA and for timelines. For the final application process the older forums are very helpful.
