By the time I had resent my application, it was sent back again because all the forms had changed, if that makes sense.....

Sorry to hear about your rejection. It would be helpful if you can state your case clearly, with all the details and application re-trials in one message, then perhaps you could get a (good) advice from the forum members.
 
Start of employment = July 12, 2009
Date of employment letter = May 31, 2011

So July 12, 2009 to May 31, 2011(when your letter was dated) is 22 months not 24 months. That's why you were rejected. The letter should have been dated any time AFTER Jul 12, 2011.

Ok, here goes...

Application sent in June 2011, returned due to incorrect paperwork in July 2011.
Sent again in Dec 2011, returned in Jan 2012 saying all the forms were now different as of Jan 1 2012.
New forms filled out and sent back in June 2012.
Ecas says application received July 12 2012.

Dude purple.. y did u take 4 months to resend ur application back to CIC the second time.
I think ur timing was bad if u had no good reason ..and then forms changed... u couldve rather waited for Jan this year n resend ur pr

Way way bad timing!!....did not know about the 36 month rule, guess i'm counting the cost now!
 
Deep purple by reading ur timeline... all I can say is u made a big mistake by keeping such big gaps while reapplying. Cos u were rejected in Jan 2102 saying new forms were out and then u waited till June 2012 to apply.. that sadly put ur beyond 36 months of the threshold. If u would've applied even by march 2012 u were safe ...
For this kind of situation I am really not aware of any solution ...maybe the seniors can give some inputs ...

Did you submit pay stubs with your application? It looks like the only issue the officer had is that your confirmation of employment letter was not recent enough to prove your 24 months of employment. What I would suggest you to do is to send them scanned copies of your pay stubs and if available, your recent T4 slip/record of employment to prove that you have been working up to and including the date of your latest application date and ask them to reconsider. There is no guarantee they will - but i think it worth a try.

Wow... it seems each time you took too long to re-submit your application and you lost about 1 year doing that. :-X Anyway, you are now outside the 36 months window to qualify for CEC.
Check whether you qualify for any provincial nomination programs or for the federal skilled worker program(when it re-opens).

Also, you may consider asking them to re-consider as the comment above suggests.

The officer is counting 3 years back. since the latest application was done July 2012, he is only counting the experience from July 2009 and on.
 
Oh shucksss!!! So he should have obtained a recent employment letter each time he re-submitted the application. That's really unfortunate.
