We thought we might be in a similar situation with my partners 19 year old son. Thankfully he agreed to go along with all the medicals, police checks etc even though he is not accompanying us to Canada. But we did ask the question of an immigration consultant. He told us that if he refused to be checked, there was a form that could be filled out to exclude him. He said he could send us a copy but that it wasn't available online as part of our packages. I am not sure what the form is or where you can get it though. You do still have to include the family member in your application along with this form excluding him and signing off your rights of ever being able to sponsor him to come to Canada. I think the form had to be witnessed by a lawyer as well. Maybe phone a local immigration lawyer and see if they have this form. They might be able to help.

As for timelines, I can't help you. Hopefully someone else that is applying inland can answer that.

Good luck
