I don't think they 'stopped' because BG checks are still going into progress and a few PPR's have been issued. In my opinion, they probably borrowed a big portion of CIC case processing agents and temporarily assigned them to refugee processing units. This resulted in a major slow down. My 2 cents (based on speculation).

I am sure that we all are going to get ppr at the same time.. yet no idea wen they will start it.. I wish it shud happen before Christmas.. they may shut down their office for few days from Christmas to new year..
