Your positively and half-glass full is always welcome and I have defended IRCC's policy for a long time but c'mon there's alot to critique here. Why even accept students when such a huge majority are in limbo right now with many that have deposited money within their schools or GIC. Another problem is the fact that Americans are being let in for some reason through the border with study permits being issued there. Some students are being allowed in at airports while others aren't.The deadline is for the applicants to submit application to be considered for Fall 2020 intake without the loss of PGWP eligibility if you start to take courses online. It's not the deadline for IRCC to finalize stage-1 applications. After today, they will not implement two-stage process to applications. They can however extend and implement it for Winter 2021 as well. I don't know why people think that IRCC promised to finalize applications by 15th. There's nothing mentioned like that on IRCC website. The only promise they made is that they will attempt to process as many applications as possible which evidently shows thru this forum that they processed a lot of applications (both on forum and off forum) and will continue to do so in coming days.

you have a valid point there, I remember that as an aftermath of 9/11, Canada didn't process files for a year!Yeah I understand that and totally agree with what you have written. I am actually not trying to defend IRCC which sometimes seems like it. When you live in Canada and deal with these things long enough, you can't help but read between the lines of the policies to better understand what they are promising (or not). That's what I usually try to write here for someone who doesn't understand (or try to be over positive with) these statements. To be honest, IRCC could have handled these things in a much better way, but like many other systems that were put to test in Canada and failed due to lack of planning and flawed system during covid, similarly IRCC was plagued with inefficient processes for many years but covid collapsed it.
The disconnect between agencies is unreal. Like you mentioned about one being allowed in Canada whilst the other can't, it's the lack of clear communication of rules and disconnect between departments.
I am surprised that Case Processing Officers have not yet declared protest or walk-out-of-job actions because of this huge pressure with limited amount of time and that too during pandemic. They have done it in the past, i.e., in 2013 where all applications (except may be 5% or emergency medical apps) were put on hold for few months while they were out on a protest.![]()
