So this means she wants to stay away from signing, but keeping the packages in piles, in order those are received. However required to stamp received date on all the packages as I have seen in the past ; I had a returned one stamped like this. No worries about signatures then:)
 
Looks like we’re going to be waiting a while for AOR. Majority of March and April applicants haven’t received theirs.
 
Looks like she is NOT signing at all as a covid measure may be, but must be stamping the package with RECEIVED DATE.

She [receptionist] does not sign any one's receipt. You have to depend on the note that thing is delivered. Same here by a courier ;just a note no sign. It's OK
