You would have to wait for AOR before you can apply for your PGWP as you need the AOR as evidence for your permit extension application. Typically, AOR for PNP-Paper based takes minimum 2 months. When I applied for my PNP-Paper based in Oct 2017, I got my AOR late Dec 2017. If you factor the present conditions to the equation you are looking at at least 4 months or more because even CEC, the fastest stream is a little slow at the moment due to Corvid-19.
So I suggest you get into the Express entry stream with your provincial nomination which will increase your score and if you already have over 1 year canadian work experience and IELTS or its equivalents, it makes the score higher making your probability to get ITA in the next couple of draws.
This is a valuable information nobody told me 2017, which means I am just doing the CEC I would probably have done in 2017-18 and gotten my PR now.
