Hey,

1. Canadian Police Clearance is not required to my knowledge. It is just of countries outside Canada..if you have spent more than 185 days in that country.
2. I would suggest filling it.
3. I printed only the biographical pages and did not include stamps.

Yes, everybody has a UCI number, you will find it on COPR as well as in the communication for medical etc. sent at time of PR
