After a long wait of 28 months, my application finally got approved today. Dates are in signature.
I thank everyone here for their support, special shout-out to @cansha :)
Congratulations! I can completely relate to your relief at this moment. I am assuming you are in the US right now?

Ordered GCMS thrice and it looks like they’re sleeping on my file, nothing started.

Note say - Please verify economic not started folder under PRU folder.....

Note 4 is blank (2 blank pages) also
Ordered GCMS 4th time and may get them end of next week.

Question 1 - What is happening? Haven’t they touched my file? Like they pick up, open and put it back to work on it later?

Q 2 - Can they still refuse me PR? If they want to why aren’t they just doing it? Or if they want to approve what’s stopping them?

Q 3 - Do they get reminder that they have files pending from 2018? Don’t anyone ask officers why is this file still not finalised?

My sister applied after me in Feb 2019 and got PPR from ‘NDVO’ in 5 months.

No one can say. Sometimes some files just slip through the cracks and no action is taken for a long time. It can happen when processing is paused for an ADR which seems to happen in your case.

Yes
If they want to why aren’t they just doing it?
Because it's their wish

Again their wish. Also, corona virus may have disrupted things

Don't think so

Not sure but I can make an educated guess that it doesn't happen given the sheer number of delayed application stories on this forum.

My sister applied after me in Feb 2019 and got PPR from ‘NDVO’ in 5 months.
It is a lucky draw with processing speeds. Seems like she had better luck than yours.

June 2018 aor... asked to submit police clearance last July2020 submitted August2020 ... after that no update
We have almost the same situation... asked police certificate June 2020 submitted July 2020 until now there's no update. I'm inside Canada and 1 dependant is outside Canada.
