My observation is that many a times people are told that security hasn't started but very next day it is completed and to my understanding completing security check in a day doesn't seem practical.Possibly ... but when security is not even started how can it be delayed by people who are responsible for doing it?

CIC may not be willing to disclose cause it's a critical information with multiple agencies involved.
Drawing an inference from this I feel that it could be a status updating issue and we actually do not know with certainty who is it pending with. There is a good possibility that security would have started but since it is tagged as not started, everyone is told so.

That is exactly my point which I was talking to vanshaj about. Even if there is an exchange of some paperwork between two govt. agencies, it's is surely going to take 2 days to finish it each leg. Additional 2 day to verify if the papers changing hand are complete. So a simple exchange would take 4 days on its own. Anyways.
