You local office depends on the address where your file is. As mentioned in my signature it is Mississauga. Where are you currently ?
It doesnt specify local office in my e-cas but when i had spoken to cic call centre around 6 months back they confirmed it was Mississauga
File processing depends on several factors,
1) How many places you have lived since you came in Canada
2) Absences from canada during the period or after applying for citizenship.
3) Work history (how many employers since canada, self-employment /incorporated etc.)
4) validity of your permanent resident card.
5) being on unemployment / social welfare
6) criminal history or driving accidents
7)If Family Members / dependents / husband / wife / children are Canadian Citizens
The best example of getting quick citizenship is a guy who I know, he got a good job with 2 months after landing.
Never went home country for visit. Applied after 1095 days of presence and got citizenship test invite after 6 months of applying. After a month , he was invited for oath.
If we are right , god be with us and we won't get RQ.

Just checked my ecas this morning, 5th line added, status is still decision made.
We sent you a notice on July 15, 2015 to appear and take the oath of citizenship at the citizenship ceremony to be held on July 29, 2015 at 10:30 AM.

For your test date, did you get the letter first or ecas was updated prior to the letter, and date of each? I am really frustrated as nothing is changing in ecas for me since 13 months. Did you have a travel history?

Mine showed transferred to local office on the first week of December and it disappeared only on the third week of June(almost 7 frustrating months of waiting), I received my test letter on June 23rd before my disappeared line reappeared and ecas got updated. I got my oath invite the other day but ecas doesn't show anything about oath ceremony. No travel history whatsoever for me. I hope this gives u a little bit of insight and some hope, for sure yours will be on its way soon, good luck!
