So, it seems there are very little to no movement on my application, so today I requested ATIP files under the privacy act for electronic notes. Maybe there will be something in there that will indicate something...
 
I called cic number and the agent said that my file is getting prepared to sent to local office and asked me to call back in couple of weeks.

My 'Case Stage' is 'Certificate Prep/Clearances'
My 'Retention Period' is '6' (no idea what this means).
My file is still in CPC-Sydney, and has NOT yet gone to local office (boo!)
My personal information all looks correct (yay!)
My Language Evidence was accepted (yay!)
My fees were processed and accepted ('Allocate Fees Complete' - yay!)
My absences are visible, with 'Residence Calculation Complete' (not sure if this includes CBSA confirmation or not)
My background checks have passed thus far, but looks like some still remain (CSIS, RCMP, etc)...

The file was last accessed on Oct 07, and the following notes have been made overall:

'Required Documents - SEEN'
'Collect Data - COMPLETE'
'Capture Identity Document - COMPLETE'
'Allocate Fees - COMPLETE'
'Residence Calculation - COMPLETE' (not sure if this includes CBSA or not)
'Certificate Preparation - NOT STARTED' (not surprised, given it's still in Sydney...)
'CSIS Clearance <blank>'
'Request Security Clearance <blank>' (I believe this and CSIS are linked together)
'FOSS Clearance - PASSED'

Why 2016?!
By the looks of things you should be done some time in early 2015 if not 2014.

How can i get an ATIP report? is it a difficult process to have access to that info ? Can I do it online ?

Edmonton office is just now booking test dates for May/June 2013 applicants. So May/June 2014 applicants could very well see Nov 2015 test dates, give or take. It's going to be a while...

They received my request on October 14th. You should receive yours literally any day now, if you requested the basic electronic version, as I did. If you ordered physical or the full case file, it will take longer.

Your guess is as good as mine...

'Residence Calculation' may mean they've receive and confirmed (with CBSA) the residency dates, or simply received.
'Certificate Preparation' is the literal certificate they award you after your oath, I believe, so this is one of the last steps.
'CSIS Clearance' is Canada's version of the CIA/NSA I believe, so one of the many background checks, but more extensive than RCMP.
'FOSS Clearance' - not sure what that is, but Google showed "FOSS is the main operational support system for immigration operations in Canada."
'RCMP Clearance' is another criminal background check, but probably on a smaller scale (e.g. domestic background) from what CSIS looks at.
