Yes, it is very strange.
For me the case seems stuck, since January, 2013, when eligibility was set to 'passed', and since then nothing.
I don't think we can do anything but wait. There is a theory that such cases could be stuck in a 'background' check, and this one can take quite a while.

What I have seen is MR comes before the background and security check? Please correct me if I am wrong. Thank you.

No it comes after the background and security checks.

Not always after background and security check.. My RCMP request came after my medical request....which means that checks had either not finished or had not started by the time I got MR.....
 
I am wondering if any body have any idea what happened with online status check options??? i was trying to check my app.status online on CIC website and found that it is unable to find any information on my file...it is mentioning that i might be incorrectly putting my file number but tried a few times and got the same result...just to inform you so that you have a better idea that my status was changed to decision made a long ago...

i received PPR on June 24th and CIC received my PPs on 9th July....please respond if you have any idea and you will be highly appreciated...thank you

I agree, it seems there are guidelines in CIC, but no strict rules, various cases are treated differently, and there are lots of variables at play.
Some receive MR before criminality check would be completed, some after, it all depends.

Hi Arhaan, Just checked my ECAS. Working fine. No issues.

Give it atleast 10-15 days. Even with this strike, CIC is returning passports fairly quickly....in most cases.

Thank you for your reply.. i know it's taking around 15days nowadays to get back PP from CIC...but my concerns was i was not able to check my status online...

I pass mine last June 3 I received a file number last July 18 what about yours
 
So I completed my landing yesterday in Prescott bridge (as I am from Ottawa). It was really easy.
Some details:
I took the print outs of a) my pay stubs, b) bank statement as well as my work permit, passport, CoPR. Drove directly to the bridge. At one point I saw there is a U-turn to get back to the customs line. However, I was not sure whether I should take it, so I drove straight to US. Went to the border, saw them my passport and I told them I am there for flag poling. There were few people on the line before me so it took around 40 minutes on the US side. It was pretty straight forward. The lady was very nice. Before leaving I asked her whether I will put my visa to the US was rejected in my US visa application. She said I can put yes and explain the landing.
Once I was on the Canadian side, I mentioned that I am there to land. They asked for the administrative rejection document from US. So, I guess you need to go there. But I would like to see if any one did the otherwise (by taking u-turn). Showed my visa and other documents. The lady at the check post told me to keep them with me and to get into the building next. Btw on both US and Canada side, I was given yellow slips... So I walked into the building and waited for 2 minutes before my call.. :) Standard questions. I was asked to show my degree.. I was not really sure why! any way I only had my student ID card from my university. I showed that. The officer seemed to be a nice person, except he never smiled. I guess this is not customer service.. lol.. anyway, within 15 minutes I was done and left the place.

My time lines are:
Applied : June 22nd 2012
Received : June 24th 2012
AOR: July 23rd, 2012
Medical Req: April 2, 2013
Medical Received: July 8, 2013
PPR: July 13, 2013
Passport sent: July 14, 2013
PP received and landing done: July 29, 2013
