You're funny, mate. Receiving PPR is an indication that your application has been approved. To answer your question, NO, NO, NO! Refusal at this point could only happen at the Point of Entry--that is, if you fail to convince the CBSA officers that you're at a genuine student who deserves to be given a study permit and be let into Canada.

Biometrics on 5th July (updated the same day in GC Key account)
No medical needed
Aip on 13th Aug (in my GC Key account)
DLI got on the list on 20th Oct
No update after that
