There's no pre-requisite. Any Canadian citizen, permanent resident, or person currently residing in Canada can request them. Canadian citizens and permanent residents have the *right* to receive the ATIP information, so I would recommend the sponsor submit the request with a completed and signed consent form from the PA.

However, I think you're unlikely to learn anything new and significant unless you know that they are having problems with your application (e.g., you received an ADR or PFL, or your application file got transferred to another VO for further assessment).

I ordered GCMS notes for my husband's application (he is the PA, and I am the sponsor). We were getting impatient because our eligibility had not started (we applied in early June; it still hasn't started as of today, Nov 12). The only things we learned were that my husband had passed criminality and info sharing with the US was in progress.
Well I am in the same page, eligibiliy has not yet started with only Bio-metric done. Medicals not yet requested. Background is in progress.

Thanks for the responses. Another question while filling 5710 is about Details of prospective employer and other details.
1. Currently I am a full time worker with a employer. Should I fill their details even if I am applying for OWP? Is the employer name required only for closed permit?
2. For the Job title and description, should I enter the SCLPC or enter the actual job title that I have? Is the SCLPC the general one or same for all scenarios?
3. If I am filling my employers info above, under the duration of time to work, what should I enter as I am not on a contract?

Please advise.

My status as a sponsor has changed from PR to Citizen recently. Since my wife’s CSQ and PR applications are still in process, do I need to inform CSQ and IRCC about my updated status?

Nope. I will write to the immigration minister soon as this is non sense. I see thousands of people in the GTA with no professional or language skills came into canada as a visitor and got work permit and health benefits weeks after they applied for asylum. What a non sense process with our tax money. We all should write and flood them with requests to speed up spousal process

Hopefully they hear us. BTW, did you Bio metric get updated?

With Spousal sponsorship, they do not have much room to do something. But we can indefinitely ping them and hold them accountable for this waste of money and freebies for those who do not deserve them.
Our emails and voice will be garbage for them but at least we can try.

Not updated yet. I called and they confirmed they have received but it’s not updated in the system. They are hibernating sadly

Follow the instructions on the webpage (https://www.canada.ca/en/immigration-refugees-citizenship/services/immigrate-canada/family-sponsorship/spouse-partner-children/spouse-common-law-partner-canada-open-work-permit.html). Yes, put the pilot program details.

How to fill out the application form
When you fill out your work permit application form, enter the following details in the “Details of intended work in Canada” section:

  • Box 1: What type of work permit are you applying for?
    • Select “Open Work Permit.”
  • Box 4: Job title and Brief description of duties
    • Enter “SCLPC FC OWP” in the Job title box.
    • Enter “SCLPC FC applicant in Canada public policy” in the Brief description of duties box.
Read the guide to find out how to fill out the rest of the form.
General work permit guide: https://www.canada.ca/en/immigration-refugees-citizenship/services/application/application-forms-guides/guide-5553-applying-change-conditions-extend-your-stay-canada-worker.html
