Application was made on 4th of July, biometrics was given on 6th of July and on August 19th on portal it says **Biometrics complete**
Does it mean that proceeding has started on 19th of August?

Does your portal say anything about the start of eligibility review? If not then eligibility has not yet started.

Her application is still in progress, it hasn't moved since then.

Biometric Done 1st of June 2022
Till now no updates

There is no concept of "sponsorship" in visitor visa. You can write an invite letter but it is not sponsoring a visa. The visa will be awarded solely on merits of the applicant.

Also, you can use either IRCC Portal or GCKey for the application.

I applied for a visitor visa in the Netherlands in February 2022 meeting all requirements, still no response.

Under Review of eligibility I see the following message "We are reviewing whether you meet the eligibility requirements".

Does this mean they have not even started to assess my application?

Raise a webform. There is a backlog with so many applications. The time posted is just when most will be processed by.
