Hi! This is actually not the case, so double check it with service ontario. The letter that you can apply for OHIP is NOT the AOR, it is a totally different document, coming way later in the PR process, stating that your PR is approved in principle. The AOR DOES NOT make you eligible for OHIP, unfortunately. Service Ontario needs one of the two specific documents in order to apply for OHIP: IMM5292 or IMM 5688. These letters are called "COPR", basically confirming that you are going to get PR. It is sooo confusing and I have had the exact same issue so I really digged into that. Unfortunately no OHIP with AOR.
