Eligibility not started is impossible. It must be at least recommended pass.
I haven’t heard any case where it’s been more than 6 months and still eligibility is not yet started.
Your situation is unique.

I received an email yesterday for my webform that my application is in progress.
And received PR today.
So don’t worry they are just not releasing any information before decision.

Had my second ghost update today "Application/profile updated", last one was two days ago. Fingers crossed COPR is within reach.

One quick question... has anyone from July has got biometric refund. Trying to relate if CopR is issued only post Biometric Refund. I havent received ghost update since October 16th 2020.. So trying to understand if there is any sequence.

I received Biometrics refund 2 days before my COPR.

I received my biometrics refund the very next day after receiving COPR

I called them 4 times last month and 1 time in feb and I got same answer even in webform response. Eligibility not started.
