If you have make an application for open work permit then only CIC asks for $100 extra fee + checks if you have received an AOR. Open work permit is for any employer. So, one particular employer does not have to pay compliance fee and provide forms.ash321 said:I applied for BOWP under LMIA exempt Provincial nominee. But remember your employer has to provide employer compliance form and fee of 230 CAD.
One can apply for work permit extension with the same employer. PNP nomination and support letter makes you LMIA exempt.

So, in order to get work permit with the same employer that PNP nominated you with - your employer needs to pay $230 and fill out some forms and the work permit you get is close.
You might have made application for open work permit rather than with same employer (you have not filled out any information in employer part of form IMM5710). CIC usually checks if a person has passed initial stage of PR application which is AOR. So, in your case, it could be that you have passed the initial stage and about to receive AOR email from CIO.
Did you make an open work permit application or with same employer?
