My timeline is similar. I thought file will transfer in few days like many others but seems to be stuck there. There is no clear cut answer, it might be days or months. You might get a test letter even when ECAS shows in process. thanks, i've checked my status this morning. it's said that "Your file was transferred to the Scarborough Citizenship Operations office on January 23, 2015. The Scarborough Citizenship Operations office will contact you." Mid of August last year, I received RQ which I completed and submitted on October the same year. No updates (mail) from CIC since then.
It's really hard to tell. Depend on the local visa office and some other criteria it might be different. For me it took 3 months . I got test invitation for Feb. 9th today. The letter was dated Jan. 23th.
I took me four months after " in process" to get test letter.
