Currently enrolling in Univ Ottawa is enough to proof your English language. In this case, it won't be returned because of that. You know, some people from specific countries could take out many diplomas in different fields. I don't want to say the countries here, but CIC agent should be very very familiar with those countries.

Received early July, in process late August. But it was a returned application from early May (received) with the photos already clipped and some stamps and dates from CIC.

It will save you a lot of time and headache if all forms and documents are checked before sending, mine added an extra 5 months just because of a missing signature on a printout.
Submitted: March 2014
Returned to me:June 2014
Reason: Forgot to get my wife to sign days spent in Canada printout sheet, so they returned for the entire family.
Resent: Mid June 2014.
Received AOR: Mid August.
Now In Process August 24th.

Hi guys. I had my application sent back to me yesterday. I posted it on July 9 and it was received on the 15th. The reason for returning it, is the immigration agent pretends my master's degree transcript (from a Canadian university) is not an accepted language proof, although the guide clearly states the opposite. I think they are returning some of the applications to get a chance to clear their backlog.
For those who left questions 3b and 3c blank, I did that too and they didn't complain about it, so don't worry.

Did you write a letter to explain that those transcripts were the proof of English skill? If you just gave them transcript without explaining anything, they might think that you were enclosing a proof of school enrollment.

I think a transcript is not enough. You need to enclose language of instruction.

From CIC:
The document must clearly show that the program was completed with English or French as the language of instruction.

You have to write a letter where you describe that you are putting degree for language proof. I also mentioned the time date and name of the CIC call centre agent whom i talked regarding this. my application is accepted.

To my knowledge, Canadian universities instruction languages are either English or French, unless somebody comes to Canada to study Chinese literature for example, which is not my case.

In deed, I sent 2 copies of the transcript, one being for the proof of school enrollment and the other for the language skill. Somebody with an average IQ would have understood that I sent 2 copies for a reason, especially if no other proof of language skills was submitted. Also, considering that the transcripts are from a Canadian university, the agent should have seen that I meet the language requirements, unless they are looking to return as much applications as they can. Anyways, I'll follow your advice and write a letter so that that brilliant agent will understand that the language skill proof I'm sending is valid, as it is mentioned in the guide.
