if you read this " LOE/Supporting Docs do NOT appear to match lead statement and/or a substantial number of the main duties under NOC code selected" it seems like the officer is not satisfied that your letter match the NOC duties, ad suggested second review

I would send a updated letter of employment

I looked at the NOC code 2233 on the webite and since I do not come from that field I was not able to match it properly...my suggestion would be:
1. Take printout of ur letter and what is mentioned on the website and see if you are satisfied that your job role matches the responsibilities mentioned on the website..
2. search some senior on this forum who applied against the same NOC and get ur responsibilities checked and if required...get an updated ref letter...

On the positive side, I have noticed quite a few being referred for 2nd review but then the 2nd VO (who might be a senior one) clears it....

Hi guys..

I'm waiting on the return of my passport.. I have a question.. If I do the flagpoling since I don't have a valid US visa, will it affect my future applications for visitor visas to the US?

Any feedback is appreciated! Thanks!!

At USA side
On right hand side of the bridge there is a clear sign : 'Pedestrian way to USA' - we just followed that.
Enjoy the Falls view :)
Get into USA border security office.
Wait for Door to open when Immigration officer finishes with previous person in line.
They asked us only one question - 1. Why you are here - Ans: Flag pole for Immigration to Canada.
It hardly took 10 mins to get us Flag pole - refusal form ( They gave single form with all family members name on it).
Return back to Canada Side from same door (USA folks would guide you any ways)

At Canada side

We entered into the door of Boarder Security office - First check point ( You will by default - there is no other way to escape that)
Officer asked us purpose and passports with COPR. After checking handed over the yellow form and asked us to cross the road and go to CBSA office.
Get into the office and wait for your turn. Here we were the first in line so it was pretty fast.. took around 30 mins.
Approx PR card time suggested is one to two months.

I would like to Thank you everyone for providing timely help and information.This forum is fantastic..!!
Hope to see you guys on Citizenship forum link few years down the line whenever we are eligible.. :)

No as this is considered as an administrative refusal and does not affect your future US visa application.

When did you send in your passport? Looks like you got PPR same day as Umer_Ali but he already has his passport back.
 
SO I finally managed to get my new PCC to CIC (the courier originally lost it)

Now just waiting on the 4th line/Decision Made.
