I have done this more than once and this is what I will be doing for my landing, which will be via road at Niagara falls:

1. Complete the electronic ESTA application form. This is a pre authorization for the visa waiver (as I am entitled to 90 days under the visa waiver) and it only takes a couple of minutes. Be sure to use the .gov site and not one of the others.
2. Take the ETSA number (which is valid for 2 years once approved) to a land boarder where I will have to buy the 90 day visa waiver.
3. I can enter the USA

This process is the same for me if I am coming by air:
1. Complete the ESTA form
2. Show ESTA approval when getting boarding pass at airport
3. Complete the visa waiver form on the plan
4. Get 90 day visa waiver on arrival in USA

If you do not qualify for the visa waiver, then I am not sure of the process.

Finally landed in Queenston bridge..... As suggested by CIC office (when i called them to know whats the actual procedure for flagpoling) i went to US side and got a white paper as Administrative refusal. Came back to Canada side and told the verifying border personnel that i am doing landing. He handed over a yellow slip which u need to take it to Canada immigration officer in attached building.

But please tell them, u r here coz CIC mentioned to flag pole which i quicker way to land than waiting for 4-6 weeks for appointment.
I tried 2 times before without getting admin refusal from US, that doesnt work.

I have a question, I am planning to get US visitor visa and then do my landing. However my TRV has expired, will I be allowed to re-enter Canada?. Thanks

I Just googled and found that India is not there in the visa waiver program(US)

Yeah that requires an interview at a US Embassy or Consulate. You have to go there in person and it sucks if you have to travel to another city to do that.. :(
