I don't see any problem paying RPRF by using your father/friend's valid credit card.

Regarding PCC requests, I got a reply from CIC stating below, we can safely disregard this email if PCC is already sent:

This email serves as a reminder for all applicants. Please do not re-submit your documents. Your application is now in queue to be reviewed by an officer. Once a visa officer has reviewed your documents, we will contact you with further instuction if the documents you have submitted are not sufficient.

Photos are not required where e-medical enabled. However its better to check with them when you take appointment.

If the clinic is e-medical ready, you do not need pictures.
$258 is cheap, the cost for immigrantion medical examination here is Edmonton is $400 plus. Again, it varies place from place.
