CIC is implementing a temporary pause in order to draw down the FSWP inventory, helping to clear way for the introduction of a new application management system to support our “just in time” vision of immigration. The temporary will also enable the Department to concentrate efforts on bringing in an improved FSWP to select skilled workers who will be better positioned to succeed in the Canadian economy.
Application intake will likely be re-opened to coincide with the launch of the revised FSWP selection criteria and new Federal Skilled Trades Program. The proposed regulatory amendments will be pre-published in the Canada Gazette in the coming months and are expected to take effect by early 2013.
It is important to note that this temporary pause on new FSWP applications does not apply to candidates with qualifying offers of arranged employment or to those applying under the PhD eligibility stream.

Yes, CIC will continue processing eligible Federal Skilled Worker applications received to date.
What sort of changes can we expect in the new FSWP grid?
What sort of changes can we expect in the new FSWP grid?
Based on the FSWP program evaluation and stakeholder and online consultations in spring 2011, the FSW selection criteria will be modernized, with an updated distribution of points on the grid. The proposed changes are intended to better select skilled immigrants who will be able to contribute to the Canadian economy.
Proposed changes include:
• introducing minimum official language thresholds and increasing points for language;
• making changes to the assessment of education points to reflect a foreign educational credential's value in Canada;
• redistributing points for age to benefit younger immigrants who will be active members of the workforce for a longer timeframe;
• reducing points for foreign work experience and increasing points for Canadian work experience;
• increasing the integrity of and simplifying the process for the Arranged Employment factor; and
• facilitating the immigration of skilled tradespersons by establishing a separate Federal Skilled Trades program using selection criteria that are more specific to those in the skilled trades.

The full regulatory changes proposed to the Federal Skilled Worker selection criteria, the new Federal Skilled Trades class and the Canadian Experience class changes will be pre-published in the Canada Gazette in the coming months. Final publication is expected before the end of the year, with the new requirements taking effect in early 2013. The Department also expects to issue an updated occupation list at that time.

The new policy will benefit UK and Irish trades people (young native speakers of English), whose jobs are increasingly taken by East Europeans in their home countries.

There is some truth to what you said.

The proposed new immigration rules will actually favour native English speaking applicants particularly those from Europe.

Minister JK is taking advantage of the economic slow down in Europe to attract more younger English speaking expats to Canada. While they do not limit applicants with AEOs, it is known fact that it is quite difficult to find one when u are living overseas. On the other hand, provincial govts are actively conducting job fairs in Europe especially UK, Ireland and expediting job offers.

The same holds true with Australia. Current survey indicated that the number of British, Irish immigrants to OZ has significantly increased and those from Asia, particularly China has reduced significantly...

Ok people,no need crying over spoilt milk. We have fought like men we are but God has won the battle on our behalf.

As we need to do is go back to our drawing board and plan effectively and efficiently. Those with low IELTS scores should enhance their Language proficiency. We can also attend French schools in order to get a better TEF scores,with that we can apply through the Province of Quebec. We can also scan and explore the internet for an arrainged Employment Offer. Who says we can not start writing ACCA,PMP et al.

Above all,the most important thing is to pray for Good health and Life. When there is life there is hope n no one would wanna apply in bad health condition.

May be or not , no can say what is new conditions , but it is better if possible take IELTS exam for both .

By the way I am new to this forum and I find this site very helpful.

I would like to ask for those you had their credentials assessed

1) can you share the process/steps - what will be chronological order in making credentials assessed. By the way I am a Certified Public Accountant and will be applying under NOC 1122.

2) Also, what are the required documents that need to be submitted?

3) And lastly, how much will be cost if the credentials will be for Bachelor Degree and Masters Degree?

dear sir,
yes Ielts now is necessary for spouse, if he get CLB 4 he can get now 5 points.
CLB 4 equal in IElts (L;R;W;S) is (4.5,3.5,4,4).

The FSWC points assume they continue using IELTS and that the 'equivalencies' stay similar based on:

and that previously (per OP-6):
Basic was given by CLB/NCLC 4 or 5 gave 1 point per ability up to 2 points max
For IELTS test results received on or after November 28, 2008, that was equivalent to:

NOTE: This updated chart clears up the areas where the previous chart had uncertainty (e.g., 'maybe' categories for lower ranges) based on the OP-25 chart in section 9.7 (much clearer than the ranges in OP6!) It is now clear that the minimum score for CLB Level 7 is 6.0 across the board (not 6.5 for listening as I had estimated using linear distribution within the range)
