I would say to wait for the new instruction, because all our documents is set, there may be few minor adjustment or major which may affect the whole documentation process. If you say cover page it should be the one on top???right?...anyway i did mine like this...if it's a mistake, are they going to return the application? Document checklist, next barcode pages then remaining applications and documents in the order of checklist.Thats how I sent last time. My application was returned because cap has reached.
