It is hard to say at this point. Last year, oround 8000 F&B professionals lost their jobs in Quebec because of new regulations, but recently I found out that there is a need for over 150000 F&B managers so.... It is hard to say weither 631 will be here or not next year.

It is worth mentioning here that other factors influence that decision such as how easy is it to produce frodulent documents and how hard it is to verify the documents submitted, and how much pressure is on CIC to process the applications faster (fraud check takes time).

My advice is keep your application ready in case 631 remains on the list and start taking some French lessons as under the Quebec immigration stream there is no quota or list and you don't have to be fluent in French when you start your immigration process,
