For 21 points you have to have work experience in any NOC that is either Skill Type 0 (managerial occupations) or Skill Level A (professional occupations) or B (technical occupations and skilled trades). It DOESN'T have to be from the 29 NOC list.

I was asked to call after couple of weeks, however they dont know whether they will be able to reach mid September in 2 weeks time.
This means there is least chance of my application(3112) to fall within cap. Already there are 262 applications for the first 2 months period(till August 31st).My application was submitted on 2nd November.

I disagree with this statement.... Each year of experience in one of the NOCs (don't have to be the same NOC as long as it is one of the NOCs in demand) will add additional points however only 1 year in one of the NOCs that are in demand will only result in point corresponding for 1 year of experience regardless of how many years of experience one has in other occupations that are not listed.

but if think tht the inflow of applications have slowed down a bit after the first salvo of pre july of 2011 applications. This is also reflected in the gap between cc encashment n per issuance. Keep faith n good luck.

So there is no contradiction. One absolutely needs 1 year from 29 NOC list to become eligible to apply. But to get max points for job experience it's ok to have experience in other NOCs in addition to one year from 29 NOC list. I just wanted to stress that it doesn't necessarily have to be 4 years of experience in the NOC in demand.
