If they will give me 20 point then my point will be 66 but now I got PER its mean they give me 22 point for my education

Sending the mail was not a mistake. The mistake that CIC did was they have indeed assesed your application under "electrician". So I would not sit back and wait for them to rectify their mistake. Like you have mentioned, I think it is wise to get in touch with them in whatever way possible. Call / Mail / Fax / Letter. I just pray you find a way out of this mess. What a situation to be in, really. I dread to think.

Just a friendly word of advice, if you havent thought about it already. As the NOC 1122 CAP has been filled, would you think of re-applying under "Electircian", if you have one year full time work exp as Eletrician within the last 10 years? And of course provided you can get a Work Exp letter from your previous employer.

Sealed Transcripts are not mandatory now. So just enclose your marksheets and certificates, after notorizing them. And even IELTS (as one of our Forum friend has shared this valuable piece of info) you can get another set of original copies. You need to provide British Council a business address (cannot be residential) and pay some fees, they will have it delivered to that address in 7 days time.

I just hope things work out for you buddy. Keep your hopes alive. Things will fall into place.

What I am saying is that there is a mismatch on what Canada requires pertaining to foreign skilled workers compared to the requirements of the Canadian employers. Heck, these employers don't even know the difference between FSW1 and FSW2, does not know the real value of IELTS etc. In their eyes, you are an immigrant and all your credentials don't mean a thing because you didn't get it in Canuck country. I pray that at least half of what you expect here in Canada will come to fruition. Goodluck mates.

What is the meaning of Pharm D 1 year? For my case how many point can I get for education?

Primary+secondary- 12 years(1985-1997)
B.Eng(Electronics)-4 years(1999-2003)
Diploma in Process Control and Instrimentation-1 year(2009-2010).

They might have counted your B.Pharm & Pharm d as two degrees at bachelors level (22 points)
