Fully agree that PNP has been made to serve each province based on its needs , But my point that each country including Canada always maintain its own agenda , other wise they will find all people concentrate in specific provinces and and neglect the non populated areas , based on this I believe they may give ( A VERBAL ) advices to push for some appliication if it meets with some strategic directions , i.e. NUMBER OF THE FAMILY MEMBERS , THEIR AGES , THE DESTINATION THEY ARE INETND TO LIVE , so as long as you are coming with big number of kids , as much as they are still kids , I believe it helps you to proceed sometimes smoothly , however its just a theory from my mind , becasue I believe Canada immigration system does not work as a lottary , like USA , by the end of the day they need to pipe people in useful direction to support economy in some territories .

Let me share my experience :
I sent my 1st application to CIO on 25-Jun-2011 after reading the MI3. The courier service said that my
application would reach NS on 04-Jul-2011. Unfortunately in my case, the delivered it on 29-June-2011.
Immediately I know that my application fell in 2010-2011 quota and I was sure that my application would
be returned.
Immediately, I started to prepare the 2nd application. I collected all the necessary documents from my employer
and other documents. I did not have IELTS TR. I went through the IELTS TR application more than 10 times.
It never said that it needs a police complaint. It said that it will give max 5 copies to organization or institutions.
So, I applied for 2 additional copies one to be sent to my employer and another to be sent to my friend working
in another company with correct fee.
Within 7 days, I got 2 additional IELTS TR. Be assured that it is not illegal. It is perfectly legal because you
are asking them to send to an organization.
I send my 2nd application to CIO on 18-Jul-2011 and it reached on 21-Jul-2011 and cc charged on 23-Sep-2011.
I hope to get my PER soon.
As I expected, my 1st application was returned to me on 18-Jul-2011 as per CIO (interestingly I send my 2nd application on the same day)
due to cap reached for 2010-2011.
Hope this will help members waiting for IETLS to be returned.

A very dear friend who is a 0631 submitted his application late in the current month, he was supposed to submit first week of August but he kept on delaying his paperwork... this is just an example of how numbers could fluctuate, therefore we cannot be 100% sure which is why we call it prediction or estimation...
This would be easier if it was for an NOC such as 1122 where the abondance of applicants ensures that the received applications are always at maximum, but in our case (0631) I don't think it is the case.
I would say you still have a good chance of making the cap and I wish you Good Luck.

Yes it is, but you don't have to be fluent. They will assist you once you are there as well with French classes, but first you have to qualify which is easy if you did for FSW1, but you need to know some French as it is the main language and is awarded high points,hucker222 said:Big O , is it mandatory that you must know French to apply for Qubec ?
