As for your query:
Orphaned Sibling, who is a minor, clearly falls under Dependant Category Type A. When you are filling out your form for dependants (in your generic form) you will come across question number 10 (a), "Relationship to Principal Applicant". Your answer should be 'Other". Then you fill in the next column 10 (b) as "Orphaned Sibling".
Question number 12 will be Dependant Type A.
Thats it. The rest is absolutely similar to what you need for a dependant child. For all other purposes other than what I mentioned above, your bro will be treated as your dependant child.
The funds for him will be CAD 150 for application (for you and your spouse it is CAD 550 per head). He will not be charged RPRF i.e. landing fee. For him it is free. And the funds you need to show for all 3 of you is CAD 17,011.
There is no waiting time. He can come along with you immediately.
