Answering your second question (no clue about your first one :)).....in Canada you need to apply for a Canadian DL. The international one won't do!

You may get a bank certificate from your bank, stating the exchange rate of your account balance, alternatively you may attach a written explanation to form SCHEDULE 3 Economic Class making reference to any of the currency-exchange website, stating the date and time of the conversion.

Though it's not a problem, if your bank statement is presented in your country's currency. Converting into Canadian helps your case officer understands better

Nope, not yet dear. CIO is currently working on mid to late december applications. You will have to wait for a couple of weeks more. Good Luck!

Thanks Stranger4ever! Abhi baba and I had a difference in opinion regarding the fee refund for MI3 NER. Now I am more convinced that there is NO REFUND of fee or documents for NER.

I strongly feel that an application should be counted towards cap after receiving PER only and not after completeness check. It allows a lot more of eligible applications into the cap.
