i spent almost 5000 CAD but it didnt went to final hearing as IRCC offered settlement through reconsideration and till now no reply its 4 months now waiting

I am also waiting to re open my file as i got settlement letter on 14 july and discountinue on 29 july for work permit refusal. Stil waiting for re opening..i unable to understand or confirming that the letter which i recieved that was settlement offer or something else.
