judicial review for refused application

hello..
my brother got refused. reason: "you have not satisfied me that you will leave canada by the end of the period of your authorized stay because: you have demonstrated weak ties to the philippines and ties to canada..
well it seems not fair for me because he has kid and wife..and this is a big reason for coming back in philippines..

any idea about the judicial review? or any the same case like this.. need some information pls.. any response is appreciated.. God bless
