Judicial Review after 2 Refusal. Anyone experienced with Cost and time and good immigration lawyer recommendation

I have been refused a study permit for the second time .

Ordered GCMS notes haven't received them yet . The refusal letter is :

I am not satisfied you will leave Canada based on purpose of visit and that you will leave Canada based on your family ties in Canada

- HELP :
Can anyone help me with
1) a good immigration lawyer
2) Timeline for judicial review and if it is worth it .
3 ) The cost for the process .
