I think what 0213 means to them is :
A person who is incharge and managing some tasks all by himself.
Another important factor is that there should be some team or group of people under you. some people who are reporting to you.
like can you sign in section in-charge place of leave application of other team members?
'Assisting' and 'interacting' is a very humble word as compared to a strong word as 'Leading' , 'overall managing', 'responsible'.
It is also important to mention to whom you are reporting to.
Managing the recruiting process is one thing. and being a decision maker in recruitment process is another thing. or at least you should be in a position without whose consent new recruitment is impossible.
planning and doing some tasks is one thing. and assigning tasks to other team members is another thing.
In nut shell first of all my intention is not to discourage you. secondly in my opinion it will be useless to appeal. thirdly i want to highlight that before applying we should all see the NOC very critically and in depth meaning that what they actually want. Be very specific, to the point, definite, avoid vague words and most important be bold while writing JD or requesting your employer to write your job description.
They simply need Managers. not workers or programmers or developers.
i may be wrong but that is my thought.
your designation does not matter. what matters is are you lead of some section or not. where you are responsible for overall tasks.
same i thing apply to finance mangers too.

I second your comment, Providing technical leadership, Assisting in the planning and implementation, Supervise and provide work direction to support staff, Managing budgets, Managing purchase, recommending management and helping them to implement IT related policies etc. are some of the examples which was used in my JD letter....
