There's no hard and fast rules here. It depends on whether the salary is considered low in the country it was performed.

Skilled work usually carries a salary proportional to the work. The officer may want to know why your salary was low/have suspicions on the genuineness of the work or company.

Work experience is genuine.

Reason : salary is low is just because I was recruited by 3rd party i.e staffing solutions / placement agency.

For example, in my home country salaries are very low so my experience letter the salary mentioned is low

They can't judge your application on it and they can't reject based on it. But if you are claiming to be a CEO and earning $5 an hour, depending on the country they may want more info from you.

For example, I am 2171 from the UK.

I had a mid range salary and it falls just below the average for Calgary, where I intend to settle.

Those figures are inflated because of LMIA's etc so not very reliable, but if the VO looks at my work letter and salary they can see that I earn about what a Canadian would earn for the same NOC. It's just another plus point.

CIC's only concern is that the job should be paid (at least for FSW) and that should be reflected through the reference letter/ other relevant documents.
I don't think it should be a concern.
