Completion of a college program in computer science, computer programming or network administration is usually required.
College or other courses in computer programming or network administration are usually required.
Certification or training provided by software vendors may be required by some employers.
The key is here, I am guessing you have none of those, therefore CIC questions whether or not you actually have this job/responsibilities without the proper education.
Does not mean that they don't accept your application, just that you need to justify that despite the fact that you don't have those employment requirements, you can still be doing the job.
For that it is not that hard, your employer should write you a letter explaining why they selected you for the job (like above poster said, it can be that your company sees value in employing from other fields) along with any document you can provide CIC that would show that despite not having the degree in that field, you still followed some courses in that field.
