It does not go by job title, but by your main duties and responsibilities(you will need your employer to provide this information). Once you have it, then search for a NOC code that best describes what you actually do.
As for your question, NOC code 1311 is skill level B. Here's how you know:
0111 - any code that starts with zero(0) is skill level O.
3
011 or 1
111 - for codes that don't start with zero but 2nd digit is zero or 1, it is skill level A
3
211 or 4
311 - for codes that don't start with zero but 2nd digit is 2 or 3, it is skill level B
Any code that does not start with zero and for which the 2nd digit 4, 5, 6, etc is considered low-skilled or unskilled(e.g. 4
411, 6
521, etc) and does not qualify under the Canadian Experience Class.
