What should I do if I cannot provide a job reference letter for each position since 18? I always get a record of employment when I leave the company; however some of them only include the duration of employment, job title and type of position (full-time vs. part-time, permanent vs. temporary). I tried to contact my former employers for a new letter but I do not have any luck so far. Fortunately all my previous positions are of NOC C so they do not qualify for EE. Can I just submit what I have and write them an explanation letter?

I have a similar issue where I worked for an employer back home (not in Canada) from 2005 till 2007 and my employer is not able to provide me with a reference letter since their entire HR application system changed. I am still persistent on getting it. Though eventually if I don't I will probably end up stating that period as "unemployed" . As you need not give evidence of unemployment. This is what I would do, not sure if you want to go the same path. :)
 
I can provide evidence of employment but not all the information they are looking for (ex., salary and job duties). I don't want to screw up my application because of the NOC C experiences...sigh...

I cannot claim those periods as unemployed because they were work experience in Canada and I had filed taxes for the income earn through those positions
