Job Reference Document dilleama for Express Entry

Hey guys!!!

I have been accepted into a masters program at Saint Mary's University, NS. However, I wish to collected all important documents that could help me with my PR application after finishing the course. Now I have about 2 years of experience in a company and wish to get the Job Referral Letter from them. However, the HR says that they do not provide such letters and can only provide that information in a mail, mainly to a third party wishing to do background verification.
If I were to request them to send such a mail from their official email id and attach this along with a notarized affidavit highlighting my skills, would it suffice the job reference letter's conditions?

No.

You have to provide job references which meet the requirements set out by CIC.

reference letter for CIC has some specific format . attach below for reference.

In fact it is required on company letter head. If they are ready to give it to you on email, then I would suggest that you show them the requirement listed on CIC site http://www.cic.gc.ca/english/resources/tools/perm/express/intake-complete.asp. You can request them that your application would be deemed incomplete without a reference letter in the required format.

If HR refuses to give you a letter, then ask your manager to issue you a letter on white paper (it should cover all the requisite points), along with a copy of his visiting card and company ID card and get the letter notarized. Submit it along with a Letter of Explanation (LOE).

LOE should cover the following points.
- State the reason why you cannot get a reference letter from employer, if you have any evidence to support you statement, please mention it and also attach it along with the letter.
- In absence of the letter, mention what proactive steps you have taken to prove your work experience.
- Mention the list of documents which you are submitting, in the absence of the reference letter.
- Request the Case Officer to consider your case in light of your situation and also in terms of the proactive steps taken by you to submit best alternative documentary evidence.

Thanks a lot Stanlee... That definitely helps a lot..
What I'm afraid of is that if I tell the HR or even my Manager that I'm trying for Canadian PR, they might purposely make things difficult for me :(.... But I guess there's no escaping, will have to dive in head-on for this :'(

It can be a generic letter stating 'To Whom It May Concern'.

If they are insisting on an address, then you can address it to 'Citizenship and Immigration Canada'. You will find the address on their website.

CIC (now IRCC) has many offices in Canada, you can check this link http://www.cic.gc.ca/english/information/offices/index.asp.

What matters to CIC is the content of the letter rather than to whom it is addressed, in my opinion, you can pick up any address from Mississauga (from the above link).

For all the positions I have held till date, I have job offer letter, appointment letters, confirmation letters, salary increment letters, payslips, relieving letters for all the past employers.

Can I produce the above if my past employers are not responding to my request of providing employer reference letters.

Do any of these letters state your responsibilities and duties? That's the most important part of the letter

No they do not state the job responsibilities but clearly indicate the title/position like Manager-Supply Chain, Manager-Materials Management which are as per the requirements of NOC code 0113 Purchasing Managers.
