Job Offer

On the CIC calculator there's a field asking if I have a job offer.
I have been working for the same employer here in Canada for a year already, this is a full time position and I'm working legally with a open work permit.

I asked my employer to make me a letter of employment, can I use this as a job offer and answer yes on the CIC question?

I guess all I'm asking is, can a letter of employment be used as a job offer?

Thanks

No, that is not a valid job offer. You cannot have one while holding an open work permit.

So, having a job offer is more valuable than actually having the job already? that doesn't make sense to me.
It's the LMIA that is more valuable. Having an LMIA means your employer has gone through the process of demonstrating that no Canadian could be hired for the role and that's why a foreign worker is required. It basically means that you bring skills / capabilities to Canada where there is a shortage currently. There is nothing stopping your employer from obtaining an approved LMIA so that you can get the extra 50 points.

I have been working for the same employer for more than a year, shouldn't that make me exempt?

Only if your employer is named in the work permit. However it sounds like you have an open work permit and employers aren't named in open work permits. So the short answer is no.
