I would like to know if I have a job offer (arranged employment) do I still need to qualify for the 67 points to come on a work permit???

yes it will add up in your points if you apply for FSW ... in PNP the process is diffirent....

If you are coming on a work permit, you don't need to care about points. 67 is the pass mark for those applying PR under Skilled Workers and Professionals category.
